Yes you have to remove the steering wheel to get to the next item. Remove the wheel nut and washer, and you might as well remove the three screws and horn button assembly. Get a steering wheel puller or prepare to beat the snot out of the wheel with a hammer to remove it. Put the nut back on a few threads to keep the wheel from hitting you in the chin. Once removed you can push hard on the black plastic contact assembly and you will see a small snap ring. With some patience and a small flat head screwdriver you can work the spring clip out of the groove.

Pull the assembly off and you should see the signal cancel and horn contact unit. It is the two pieces listed with part numbers from NAPA. Horn contact and signal cancel. The spring, horn may be ok as well, just use the old one unless it is corroded. The packing is just the rubber seal around the button area. This carbon washer is the new conductive surface for the plunger to ride on instead of the brass ring on top of the steering column, there is a considerable reduction on wear on the plunger when installing this carbon washer so you will not be replacing it every few months like what was happening before then.

I assume because of the layout of my horn circuit, I will need a hub with a contact ring say, one designed for the E21, if the splines fit rather than the designed hub that I have now.

Two contact pins one below the steering column, one on the hub don't add up! So if you have a carbon pin in the wheel, you need a sheath that fits in the surround. Take that other carbon pin out. The sheath has a terminal solder to it that a wire from the wiring harness attaches to. I agree that a brass contact ring a sheath, as you say that can plug into where my broken contact pin was would fix my problems. That was my first thought, actually.
